The statehood of Western origin, an outcome of modernism, is a secular entity. Being secular here is not an attribute but sine qua non of a State. If someone adds the adjective to state, it is superfluous. In the Indic tradition, the kings have always been sovereign but without being tyrannical as they were subject to Rajdharma, the duties befitting a king. In this sense, it is unnecessary to refer to it as such; we don't say a winged bird.
The simple fact should have been known.
