When hunger stalks a large number, fear dominates the psyche of the sensible and hatred engulfs the intellect of the very best, it's time for demagogues, messiahs and autocrats. At the end they shall have their sway and spoils and relish their whims and fancies and you will be more miserable than ever witnessing the travesty of your own volition, but without realising.
